Independent review of information security

The approach to managing information security is reviewed independently at planned intervals and on significant change.

What an assessor looks for

Independence is the point. Show that the reviewer did not operate the controls being reviewed, and show what the review found.

Where it usually fails

The internal audit is performed by the person who runs the management system, which is not an independent review.
